Time is indeed cumulative you could watch ten minutes of a stream, log out, and come back to watch an hour or so and your account keeps a record of all the time you have been watching a stream. You can check the progress of how close you are to obtaining a drop/meeting the time requisite on the page specifically for twitch drops on your account.
